Here are BSNL links for everyone in India to use: (Please keep in mind it will only show BSNL active/inactive subscribers/customers).
Links below open Name Search by Region: (Mandatory inputs: Name (at least 3 characters), City). One can try other options on that page as well.
Check out reverse-lookup or Address Search feature on those pages. This will allow you to find telephone number of that individual if you know the address. (And then check out rest of the features.. :-) )
On a side note, please know that BSNL doesn't show more than 6 or 10 results per page, depending on the page you are on, so you may need to flip pages to view the desired result if your criteria is too broad. As a result, it may show 'Too many Records found !!' and it won't show any of the results, which I think is annoying from user's perspective. To me it is less user-friendly but for them it is more secure and easier, since the "bucket" that carries or wraps that data will be comparatively smaller.
